Project Complete
redevelopment plan for the merged project areas. Significant blight remains in the Dynamite Project Area and cannot be eliminated without extending the project area and continuing the receipt of property taxes. Amending the redevelopment plan is a huge undertaking and involves many agencies and stakeholders. In Spring 2008, the City began taking the necessary steps to amend the existing
As required by the California Environmental Quality Act (CEQA), the City has prepared and made available for comment a Draft Environmental Impact Report (EIR) and Final EIR (State Clearinghouse #2008112049) for the proposed Updated 2009 Redevelopment Plan, which consists of:
- An amendment to the Amended and Restated Redevelopment Plan for the Merged Dynamite and Project Area No. 2 Project Areas, which includes:
- Adding the Sycamore Crossing and Hill Town sites, approximately 58 acres combined (Sycamore Crossing is the vacant property located on the southwest corner of the intersection of Sycamore and San Pablo Avenues);
- Extending the time limit on the effectiveness of the redevelopment plan as it pertains to the Dynamite Project Area portion for 12 years; and
- Reinstating eminent domain powers on limited portions of the Dynamite Project Area for a period of 12 years.
- Amending the City’s General Plan land use designation for Hilltown from Industrial to Planned Commercial-Residential and Sycamore Crossing from General Commercial to Planned Commercial-Residential.
- Amending the City’s zoning designation for Hilltown from Industrial to PC-R Planned Commercial Residential Mixed Use District and Sycamore Crossing from General Commercial to PC-R Planned Commercial-Residential Mixed-Use District.
- Amending the City’s Zoning Ordinance, Chapter 15 PC-R Planed Commercial-Residential Mixed-Use District, to include “hotel” as a conditional use.
