After an extensive series of public meetings and design charettes, in 2000 the City of Hercules adopted a set of documents that set forth the specific, detailed, actionable vision for Central Hercules. These documents formed the regulatory armature for the next generation of development in Central Hercules and became the common tools to be used by developers, City staff, City policy makers, and citizens. The documents, some of which were adopted by ordinance, comprise a "typological urban design code," commonly referred to as a “form-based code.” Hercules was one of the first California cities to enact such a code.
