The City’s General Plan is the community's vision about how it will grow and reflects the community's priorities and values while shaping the future. As the legal underpinning for land use decisions within the City, the General Plan consists of an introduction and nine separate "elements" (listed below), which are topics that California law requires to be covered in a general plan (Gov. Code § 65302). Some of the General Plan Elements below are subdivided into smaller parts for easier downloading. Copies of the City's General Plan and Land Use & Zoning Map may be purchased through the City Clerk's office.

Annual General Plan Progress Report
Effective January 1, 2019, Government Code Sections 65400 and 65700 mandate that all cities and counties submit an annual report on the status of the General Plan and progress in implementing its Goals, Objectives, and Policies. The General Plan Annual Progress Report (APR) is submitted along with the Housing Element Annual Progress Report (APR) to Housing and Community Development (HCD) and the Governor’s Office of Planning and Research (OPR) by April 1st of each year.
