The City of Hercules strives to provide the highest quality of services to maintain a high quality of life for all residents.

The Victoria by the Bay Landscaping and Lighting Assessment District (LLAD) has faced an ongoing operating deficit due to higher-level tree pruning demands, increased irrigation needs and water rate increases from the East Bay Municipal Utility District. A second Proposition 218 process to increase assessment rates was not approved by a majority of the returned ballots of the property owners. To correct the funding deficit, services will be reduced based on a date determined by City Council at an Aug. 29 special meeting.

Services will remain status quo until the City Council approves a date for reducing services. In the meantime, you can initiate discussions with your HOA to determine if there are new opportunities to shift the services to them. Alternatively, you could water and maintain the planter strip in front of your property or have your landscaper perform this work once these services are no longer being performed by the City.
