Encroachment Permit
Property owners, contractors, and utility companies are required to obtain an Encroachment Permit for any construction activity within the City’s right-of-way and street closures. To apply for an encroachment permit, please fill out and submit the Encroachment Permit application (PDF).
Special Events Encroachment Permit
Residents and business representatives wishing to conduct a special event (e.g., a block party, parade, etc.) on public streets, sidewalks, and other rights-of-way must first file a Special Event Encroachment Permit (PDF). Special events must not impede emergency services and must be approved by the Fire District and the Police Department. The Public Works Department can provide barricades, street cones, and other traffic control devices as needed. Event organizers may be required to be insured and bonded and are responsible for all event clean-up and any damages incurred.
Grading Permit
Developers, property owners, and contractors are required to obtain a Grading Permit for excavation, removal, movement, or transportation of earth material with the City limits. To apply for a Grading Permit, please complete and submit the Grading Permit application (PDF).
Transportation Permit/Wide Load Permit
As provided in California Vehicle Code (CVC) 35780, Transportation Permits are issued to help:
- Ensure public safety;
- Provide congestion relief; and
- Preserve roadways.
A Transportation Permit is required for loads that are:
- Wider than 8 ft. 6 in.
- Higher than 14 ft.
- Longer than 65 ft. or single vehicles over 40 ft.
- Heavier than 80,000 lbs.

Sidewalk Vendor Permit
Both a Sidewalk Vendor Permit (pdf) and Business License are required for all sidewalk vending businesses operating within the City of Hercules. Sidewalk vendors must first obtain from the City an approved sidewalk vendor permit before the City will issue a business license.
