Project Status Update – March 25, 2024
The City just received an $850K earmark from Congressman Garamendi’s office to advance the project and is applying for TIRCP and CRISI grants to works towards obtaining the full $12M to complete the design. Also, a ferry feasibility study being completed by CCTA is nearing completion and while the train station is being completed the City will be looking towards new technologies such as hovercraft and hydrofoils to navigate the mud flats.
Project Status Update – December 19, 2023
While the City received $2.4M in TIRCP grant funding, we did not receive FSP grant funding. At this time the project delivery team is strategizing on next steps to take to complete the $12M design, including applying for other funding opportunities over the next year.
Status Update – October 3, 2023
The City has been awarded $2.4M in TIRCP funding (see below) from the State and $800K in Subregional Transporation Mitigation Program funding from the West Contra Costa Transportation Advisory Committee (WCCTAC) funding. It is anticipated the City will hear back on the FSP grant application from the Federal government by the end of the calendar year. The TIRCP and STMP funding can serve as the local match to the FSP grant and a total of $12M is needed to complete the design of The Hub. Design of the track realignment needed to accommodate the train station platform continues to move forward uses existing funding.
Status Update – May 24, 2023
The City recently completed and submitted 2 grant applications for The Hub: a TIRCP (Transit and Intercity Rail Capital Program) grant for $6M and a FSP (Federal-State Partnership for Intercity Passenger) grant for $9.6M. We have received news the City will be receiving a partial award for the TIRCP – but the amount has not yet been confirmed – and we hope to hear back on the FSP application by the end of the calendar year.
The design on the utility relocation phase continues to advance.

The Hercules Hub is a regional, state-of-the-art housing and transportation development. It will connect thousands of housing units with a new train stop along the Capitol Corridor, bicycle and pedestrian pathways, bus routes, carpool options, and a future ferry service.
The Hub has all the components of the ideal regional housing and transit center and will be a model for thriving transit-oriented communities throughout the Bay Area.
The City is currently applying for $12M in grants to complete the design of the Hub. A TIRCP grant application for $6M was recently submitted and the City anticipates on hearing back on the award in late April. A Federal-State Partnership for Intercity Rail Program (FSP) grant is being prepared, also for $6M, and will be submitted late April with the results being released in the Fall.
Design for the utility relocation to make room for the UP railroad track realignment is currently under design using $1.2M in grant funding.
